The Ombuds Office is an objective, independent resource for people experiencing issues with their health or dental insurance plan through Covered California.

When should I contact the Ombuds Office?

The Ombuds Office is not the first step. You must call the Covered California service center at (800) 300-1506 before the Ombuds Office can help you.

Contact the Ombuds Office if all of the following apply to you:

  • You have a health or dental insurance plan through Covered California.
  • You’re experiencing an unresolved issue with your enrollment or application.
  • You have already contacted the Covered California service center and completed their escalation process, or you filed a Covered California complaint more than 30 days ago and haven’t received an update.

How to Open an Ombuds Case

The Ombuds Office can help you after you've spoken with a service center representative and your issue remains unresolved.

To get started, complete and submit the Ombuds Contact Form online. Before you fill it out, have the following ready:

  • Your case ID number: a 10-digit number associated with your account, starting with a 5 or 1.
  • Your reference number: provided by the service center when they assisted with your case.

Once your form is submitted, the Ombuds Office will review your case and work toward a resolution or explain why one could not be reached. A representative will follow up using the contact method you listed on the form. Response time depends on the complexity of your case.
